Key Objectives
Identify a base level of cadastral information that will meet business requirements for federal, state, local, and private organizations
Implement institutional arrangements to facilitate the data maintenance partnerships
Implement an interactive software application for distribution and maintenance of the framework data

PHASE 1 - September 1997 to September 1998
Captured Framework partners' cadastral data business requirements
Created a new Oracle/SDE cadastral data model based on FGDC standards
Developed FGDC compliant metadata and Oracle data dictionary to generate Web pages
Converted/converting DNR data (POCA, PLS-PT, MPL) to the cadastral data model
Distributed initial framework data and metadata to partners via the Internet using ArcView Internet Map Server
Developing data agreements with framework partners

PHASE 1 - Lessons Learned On Development
Start small
Put out draft proposals and prototype applications to get feedback from partners
Break requirements sessions into small focus groups and peer review frequently
Keep flexible on hardware and software, look for the partners' common denominator
Start prototyping as soon as basic data requirements are known, continue to refine the model after testing

Plan data integration with additional partners
Develop the feature maintenance strategy (client server, long transaction, project, project workspace, mulltiple project)
Determine the data conflict resolution process
Develop processes to minimize data integrator intervention
Draft quality control standards for data certification
Determine the cost recovery requirements
Coordinate with other framework projects

Integrate framework partner data within the pilot geographic area (Snohomish County)
Maintain Framework database
Break out physical digital update units, and draft editing standards and procedures
Evaluate data formats for editing and exchange (coverage, region coverage, shape files)
Evaluate cadastral data editing packages
Develop/acquire edit environment
Develop Internet check-in/check-out staging area
Start developing tools and utilities for data integration
